The Jackson County Library was established in October 1929, in accordance with Act 138 of the P.A. 1917, by resolution of the County Board of Supervisors. The Supervisors appointed 4 citizens, who, together with the County Commissioner of Schools, constituted a legally established County Library Board. $5,000 was appropriated to operate the County Library 2 years. Jackson was the fifth county in the state to establish a county library and this library was the first in the State to be organized as a county library unaffiliated with an already established city library.
On February 19, 1930, Miss Maude Grill arrived to become the first County Librarian. The Library was housed in the south east corner of the basement of the City Library where it remained until October 1954 when it was moved to the building at 1400 North West Avenue. This building would serve as the central branch for the Jackson County Library system until its consolidation with the Jackson Public Library to form the Jackson District Library in 1978.
